Arlo community gurus answering a Pro 4 owner (2022-01-28): "Since Arlo is cloud-based, loss of Internet would cause notifications, etc. to fail" and "Arlo doesn't provide a way" to use it over the local network; Arlo's spec sheet lists a high-speed internet connection as a requirement.

Setup starts with "Launch the Arlo Secure App", which is signed in with an Arlo account (kb.arlo.com).

A different question from the verdict. Home Assistant can talk to a device locally and still need Arlo’s servers to get started, or for good. This is what the integration itself needs.
Yes, but through Arlo. The integration talks to Arlo's servers rather than to the Arlo Pro 4 itself, so it only works while Arlo keeps those servers up.

No core integration. The HACS aarlo integration (iot_class cloud_push) uses the APIs of the Arlo website with a dedicated Arlo account and 2FA; its README shows the stream path as camera to Arlo cloud to Home Assistant. Nothing is local.

Arlo’s track record.
Nothing on record. That isn’t a clean bill yet: it takes a proper look through the vendor’s changelog, and that hasn’t been done for Arlo. Arlo's end-of-life policy (effective 2023-01-01) ended cloud storage, firmware updates and email notifications for the VMC3030 and VMC4030 on 2023-07-01 and for Pro 2, Q, Q+, Baby, Lights and Audio Doorbell on 2025-01-01 (kb.arlo.com). The same page says EOL cameras can still live stream and record locally to a base station, so this is a cloud-service sunset, not a removal of local control. Arlo has no documented local API, so there was nothing local to remove, and the value stays unknown.

In plain words.
Sold as VMC4041P and VMC4050P. The Pro 4 is a cloud camera: without internet there is no live view, no alerts and no local access, and Arlo's own community moderators say there is no LAN mode. The Arlo account is required for setup, viewing and updates, which install automatically. Local USB recording exists only through an optional SmartHub, and even then viewing goes through Arlo's servers. No alternative firmware, no way out.
Wrong? Probably somewhere.
